The Packaging Action Network (PAN) is a pre-competitive collaboration empowering CPG brands with the tools to turn sustainability goals into measurable packaging impact. Led by Naturally Network, UNFI, rePurpose Global, Planet FWD, Thrive Market, and Grove Collaborative, PAN unites brands, retailers, and distributors to harmonize efforts, share data-driven insights, and reward real, measurable sustainability action. 

 

Two Pillars Of Action

PAN focuses on two areas where growing CPG brands can make the biggest difference in packaging sustainability—Plastic Action and Climate Action.
We start with clear launch goals and aim to evolve them as members progress and regulations.

The four PAN goals for 2026 were developed through extensive input from brands, retailers, and sustainability experts to create a harmonized roadmap for packaging progress across the CPG industry.

Plastic Action

Everything your brand does to create less plastic waste — from right-sizing and redesign to increasing PCR content and financing verified recovery initiatives.

Goal 1: Measure your plastic packaging footprint annually, starting with 2025.

Goal 2: Mitigate your plastic packaging footprint, contributing to PAN's collective annual goal of preventing 20 million lbs of plastic waste in 2026.

 

Climate Action

A practical pathway to cut total company emissions (Scopes 1, 2, and relevant 3)—including, but not limited to, packaging. Levers include energy and fuel choices, supplier engagement, materials and design, and end-of-life.

Goal 1: Measure your baseline carbon emissions.

Goal 2: Reduce your carbon emissions by committing to science-aligned reduction targets, with interim milestones beginning 2026.
